NOTICE OF THE EXISTENCE OF INFORMATION CONCERNING SERIOUS VIOLATIONS OF INTERNATIONAL HUMANITARIAN LAW WITHIN THE JURISDICTION OF THE TRIBUNAL;
REQUEST THAT THE PROSECUTOR INVESTIGATE NAMED AND OTHER UNSPECIFIED INDIVIDUALS FOR VIOLATIONS OF INTERNATIONAL HUMANITARIAN LAW AND PREPARE INDICTMENTS AGAINST THEM PURSUANT TO ARTICLES 18.1 AND 18.4 OF THE TRIBUNAL STATUTE.
WHEREAS peace in the world and particularly in Europe is seriously endangered by present undeclared war in the former Yugoslavia;
WHEREAS this war cause enormous suffering of persons living in this region;
WHEREAS present NATO attack against Yugoslavia evokes dreadful suggestions of the similar situations of the Czech nation, particularly disintegration of Czechoslovakia both in 1938-39 by NAZI after Munich treaty and recent non-democratic disintegration in 1992-93 with participation of the same states (particularly Germany, Italy, France, United Kingdom) and the same family clans (particularly Havel clan of bohemian quislings);
WHEREAS recent declaration of the European Parliament requesting Czech Republic for cancelling of the Beneš decrees (factual declaration of EU continuity with NAZI Hitler's Thirds Reich) infirm internationally accepted results of the World War II and endangers present system of the world peace;
WHEREAS reliance of international system of the peace protection, particularly UNO and its institutions, has been seriously disturbed and its restitution is impossible without investigation of the pertinent crimes against peace and war crimes, and without trial and punishment of the responsible bodies;
WHEREAS the military bodies reject their responsibility for crimes committed on the command of politicians and commanders in contention to conclusions of International Military Tribunal in Nuremberg having declared basic principle, that command cannot justify war crimes;
WHEREAS my interpellation concerning war crimes in former Yugoslavia from 1996 upon that time premier of the Czech republic Mr. Václav Klaus has been rejected and other investigation of this matter was disabled;
THEREFORE I respectfully request that the Prosecutor immediately investigate and indict for serious crimes against international humanitarian law:
